5th FICCI ARISE School Education Conference 2022

FICCI has been active for over a decade in the education(higher, vocational, and school) space, and recognizing has been the first mover from the private sector in suggesting research-based policy reforms to the government. Apart from doing extensive research in education, we also work towards mobilizing consensus amongst stakeholders for advocacy of policy and regulatory issues, dissemination of good practices and quality adhering mechanisms, and suggesting solutions for streamlining implementation issues.

The presence and growth of private un-aided K-12 schools are quite widespread across both urban and rural areas, and they are playing a key role in nation-building by shaping future generations and creating future leaders. Recognizing the significance and importance of the sector, FICCI ARISE (Alliance for Re-imagining School Education) has been active

tive for over six years. The primary focus of the alliance is policy advocacy, defining norms for standards and transparency, advocating 21st-century readiness, and facilitating capacity building.

FICCI ARISE-EY Parthenon School Quality Assessment and Accreditation (SQAA)Framework:

The National EducationPolicy 2020 talks extensively about quality self-regulation or accreditation system through State School Standards Authority (SSSA) which shall ensure that all schools follow certain minimal professional and quality standards. Any framework for school quality assessment and accreditation must focus on establishing systems to enable learning, self-development, and improved performance. It must encourage schools to pursuecontinual excellence and must be non- prescriptive. In this context,FICCI ARISE in collaboration with EY-Parthenon has prepared School Quality Assessment and Accreditation

Framework for holistic evaluation of schools on a comprehensive set of metrics which is a combination of both input and output-based criterion and is in sync with both Indian (CBSE, NABET) and Global Standards (IB, NEASC, CIS etc.).

FICCI ARISE Reporton ‘School Safety and Child Protection:’

There is a need to look at the issue of safety and security holistically and we need to adopt a balanced approach in developing mechanisms that ensures the safety of every child. There is no one-size-fits-all solutions schools may vary greatly in terms of their setting and access to resources. Past and recent incidents have resulted in several knee jerk reactions from various authorities leading to a plethora of guidelines and checklists that are often overlapping and contradicting. FICCI ARISE in collaboration with Mundkur Law Partners (MLP) in 2018 had studied various legislations, guidelines, and checklists issued by various authorities tested them in the real-ground situation and has come out with a comprehensive manual and toolkit for child safety in schools.

The Hon’ble Supreme Court had directed the Ministry of Education (MoE) to release comprehensive guidelines for School Safety and Security in Schools. MoE had examined several manuals and guidelines including the FICCI ARISE edition released in 2018 and released a comprehensive set of guidelines last year on October 1, 2021 to be read alongside NCPCR and NDMA guidelines. Since then, FICCI ARISE had undertaken a practical review of the MoE guidelines, NCPCR, and NDMA reports and has come out with the updated version that entails the following:

Comprehensive Child SafetyGuidelines that statescan prescribe
Draft Child Protection Policy that schools can adopt – covering POCSO,POSH, JJA etc
Safety Checklist that schools can fill periodically
Compliance mechanism – School SafetyCommittee having regularmeetings and taking Checklist on record
