CREDAI Tamil Nadu welcomes Presenceless Registration – a landmark step towards transparent and seamless property transactions

CREDAI Tamil Nadu welcomes the Government of Tamil Nadu’s introduction of mandatory Presenceless Registration for the first sale of plots and apartments, effective from 17 August 2026.

This is a significant and progressive reform in the property registration ecosystem and an important step towards improving both Ease of Living for homebuyers and Ease of Doing Business for the real estate sector.

Under the new system, eligible first-sale property documents can be submitted and registered digitally without the buyer, developer and other parties having to physically visit the Sub-Registrar Office. Aadhaar-based biometric authentication, digital verification, online payment and electronically signed registered documents make the process substantially more convenient while maintaining the necessary safeguards.

For a homebuyer, property registration is one of the most important stages in the purchase journey. Enabling this process to be completed digitally from anywhere will save considerable time, reduce travel and waiting, and bring greater predictability to the transaction.

For developers as well, the reform will significantly improve efficiency, particularly in larger residential and plotted developments where multiple registrations have to be coordinated between customers, developers, banks and registration offices.

We particularly appreciate the Government’s focus on transparency and document security, including biometric verification, digital signatures, QR-based authentication and other safeguards built into the system. The provision for automatic Patta mutation for eligible transactions is another important step towards creating a more integrated property-registration ecosystem.

CREDAI Tamil Nadu sincerely appreciates the Hon’ble Chief Minister of Tamil Nadu Thiru C. Joseph Vijay and Hon’ble Minister for Commercial Taxes and Registration Thiru D. Logesh Tamilselvan, along with the Registration Department and its officials, for taking forward this important digital reform.

We also appreciate the consultative approach adopted by the Department by engaging CREDAI and other stakeholders during the development and implementation of the system.

As with any large-scale digital transformation, the initial implementation period will be important. CREDAI Tamil Nadu will continue to work closely with the Government and Registration Department, provide feedback from developers and homebuyers, and support the smooth adoption of the new system across the State.

Tamil Nadu has taken an important step from digitising property registration to making the entire registration journey truly digital.
